Jay Bailey: A Model for Black Entrepreneurship

In the heart of a city rich in civil rights history, James “Jay” Bailey is shaping the next chapter of the American Dream. As president and CEO of the Russell Innovation Center for Entrepreneurs (RICE), Bailey is not just leading an organization; he is propelling a powerful $50 million economic initiative—the largest center in the world specifically focused on advancing the success of Black entrepreneurs.

A Vision Manifested: The Impact of RICE

Bailey embodies the philosophy of “Build As We Climb,” transforming 70,000 square feet of real estate into a sanctuary for innovation and entrepreneurship. Since its inception, RICE has facilitated growth for over 500 entrepreneurs, directly contributing to the creation of more than 2,000 sustained jobs in Metro Atlanta. This mission aligns perfectly with the legacy of Herman J. Russell, Sr., who aimed to close the wealth gap through concrete business growth and job creation.

Recognized by the Highest Offices

Born and raised in Atlanta, Bailey’s dedication to service has garnered recognition from three U.S. Presidents. His journey began gaining national attention when he was honored as a “Champion of Change” in 2012 at the White House. This accolade highlighted his commitment to community service and social justice, following in the footsteps of Dr. Martin Luther King, Jr.

Later, in 2016, President Barack Obama honored Bailey with the Presidential Lifetime Achievement Award, celebrating his unwavering commitment to volunteerism and community engagement. These accolades signify not only his personal achievements but also his significant contributions to society.

Expanding Horizons: A Global Thought Leader

Bailey’s influence extends well beyond the walls of RICE. As managing partner at Greenwood Archer, a minority-owned private equity firm, he actively directs investment toward promising ventures that empower Black entrepreneurs. His transformative October 2023 TED Talk focused on “unlocking full entrepreneurial potential,” further solidifying his status as a global thought leader. In this engaging speech, he provided a masterclass for aspiring founders on how to turn visionary ideas into institutional reality.

A Pillar of Community Engagement

Bailey’s involvement in various influential boards showcases his commitment to community impact. His service with the Metro Atlanta Chamber, the Georgia Forestry Foundation, and as Chairman of Citizens Trust Bank’s Next Generation Advisory Board makes him a pivotal figure in the strategic landscape of Georgia.

His accolades are numerous and noteworthy; he was named one of Atlanta Business Chronicle’s “POWER 100” and recognized by Atlanta Magazine as one of the city’s most powerful leaders in January 2025. These honors reflect his sustained excellence and indomitable spirit in uplifting his community.

Grounded in Brotherhood and Mentorship

A proud member of Alpha Phi Alpha Fraternity, Inc., and the 100 Black Men of Atlanta, Bailey embodies the principles of mentorship and brotherhood that are vital to the “Build As We Climb” ethos. His dedication to uplifting others is evident through his active engagement in mentoring young entrepreneurs, ensuring that the next generation is equipped to thrive.

Modern Atlanta Leadership

Alongside his wife, NBC News Correspondent Blayne Alexander, Bailey exemplifies a new era of Atlanta leadership—grounded in community and deeply engaged in economic development. His approach transcends traditional leadership by focusing on intersectionality, where community service meets innovative business practices.

For Bailey, the objective is not merely the survival of Black businesses but their dominance across industries. By providing the necessary resources and fostering an environment conducive to innovation and growth, he is forging a future where the wealth generated today lays the foundation for generations to come.
