In November 1993, Maureen Walker made history as she became the first woman, first African-American, and the first person of Caribbean descent elected to serve as Comptroller in the City of Mount Vernon. Her election marked a significant milestone not only for the city but also for representation in governmental positions.
Walker’s tenure as Comptroller, spanning an impressive six consecutive terms from 1993 to 2017, showcased her unwavering commitment to maintaining financial stability for the City of Mount Vernon. Under her leadership, the city consistently achieved budget surpluses, which allowed property tax increases to remain minimal. This proactive financial management played a crucial role in keeping Mount Vernon an affordable and attractive place for both residents and businesses alike.

A New York State Certified Public Accountant, Maureen Walker’s academic qualifications are impressive. Hailing from Plaisance, she earned an MBA in Finance from the University of New Haven and graduated magna cum laude with a B.Sc. in Accounting from Brooklyn College. Prior to her groundbreaking election as Comptroller, Walker built her career as an Auditor with Arthur Andersen & Company and later served as a Senior Financial Analyst with The Equitable Life Assurance Company.
In her role as City Comptroller, Walker was responsible for a broad range of fiscal responsibilities, overseeing the Finance and Payroll Departments. Her duties included managing the city’s budget, overseeing insurance coverage, negotiating union contracts, coordinating tax collection, and managing City-owned real estate. Additionally, she was integral in Risk Management, General Accounting, Record Keeping, and overseeing investments and financing of Capital Projects.
In addition to her financial duties, Walker participated actively in several governance boards. She served on the Board of Estimate—which approves city contracts—as well as the Real Estate Committee, the Mount Vernon Renewal Agency, the Mount Vernon Industrial Development Agency, and the Capital Projects Board. Her involvement ensured that various facets of the city’s development were aligned with fiscal responsibility.
Beyond her official capacities, Walker dedicated her time to education as well. She was an Adjunct Professor of Finance and Accounting at Iona College, sharing her knowledge and expertise with students. Her passion for teaching extended to public speaking engagements where she addressed various accounting and finance issues relevant to her role as Comptroller. Professionally, she was an active member of the New York State Government Finance Officers’ Association, the American Institute of Certified Public Accountants, and the Westchester Municipal Finance Association.
Maureen Walker’s commitment to community service is evident through her active participation in professional and volunteer organizations. She has served on the Board of Directors for Junior Achievement and has been a consultant for its program in the Mount Vernon Public Schools System. Her involvement in the community extended to being a member of the Mount Vernon Business and Professional Women’s Club, the Community Aid Club of Mount Vernon, and WESTHELP-Mount Vernon, reflecting her dedication to improving the lives of those around her.
On March 24th, Mount Vernon Comptroller Dr. Darren M. Morton, along with the City of Mount Vernon, will hold an unveiling ceremony for the official portrait of former Comptroller Maureen Walker in the City Council Chambers. This event will honor her years of leadership and enduring contributions to the city, celebrating her legacy as a pioneering figure in local government.
